I am in Game now and the spell reads : Mage (70).
Item Change -> Reload needed
Spell Change -> Reload AND new Spellfile needed

Problem solved, and of course it had nothing to do with the spell, server or what yall were doing.
When I extracted the spell file and global file they created a sub-file, since the name was correct I didnt realize that it was going into the wrong place and not loading properly. In fact the file I needed was sitting in that sub-folder doing absolutly nothing.
