Is supposed to increase the duration of buff type spells, but I don't think it is working. Buffs last the same duration with and without the ring on, and I see no activation when I cast a buff type spell...

It has the same effect, of course buffs will still last the same duration with the ring on. Forgetting about your own gear?

You're right, what was throwing me off is that there is no message saying "Your Circlet of the Dragon Glows" or something like that when casting a spell, apparently, it was just doing it automaticly and I didn't notice...
