very much like the changes done to SKs today.
an append would be that some SKs rotate two lifetaps back to back to maintain health and increase dps (damage for heal). Touch of the Devourer being changed to 1500 feels right, but the next lifetap (touch of inruku) and the gap it leaves in healing and damage feels wrong for custom emu.
Touch of Devourer - 1500dmg - 448mana
Touch of Inruku - 575dmg - 395mana
huge difference for 53 mana. and waiting to recast the same damage for heal spell is really ineffective.
touch of inruku being boosted to 1000 would help damage for heal SKs alot.
