I bought the shammy slow spell off of the Spell Vendor and placed it in my inventory. I am now unable to pick it up and memorize it. Any help would be appreciated.

You know what you first need to Scribe the spell before you can memorize it yes?

I can't get it out of my inventory to even scribe it.

Make sure you have the newest spellfile - Then take any other random item and put that where the spell is to get it on your cursor.
