Please check the races which can use it. For example, I'm a Dwarf - can't use!

Ok - fixed. All races can use it now.
Item Change -> Reload needed
Spell Change -> Reload AND new Spellfile needed

In addition to that correction, I would like to add something from my wizard's point of view.

We have a real nice shield avaiable for both casters/healers in ST which will replace my Emp shield soon. Fact is Wizard need a clicky spell between (actually Lure of Ro on Emp shield) spells and I am looking to replace the shield when I will get the Dragon scaled Mask.

Where I am disappointed is that the mask has "draught of thunder" spell (980 dmg / -50 resist check) and I would loose the Lure of Ro (1080 dmg / -300 resist check). As I play my wizard, I always use a clicky between 2 casts (1080 +% so around 1700 dmg) so I will not switch Emp shield for ST Mask + ST shield if i get a lower dmg spell with high chances of getting resisted. Actually it breaks the fun of getting 2 upgrades simply because I could win 500 mana more but reducing my Dps which is already slow compared to melee procs (another debate to hold on a separate topic once I will parse long fights and have some strong arguments: pretty sure that the custom spells will be able to correct that fact).

To stick with my subject, is there any way that the clicky spell is changed to something better than draught of Thunder with at least a Lure or a spell which deals more Dmg.

What do you think about that? What would be an appropriate magic school as this item is also for healers, I do not ask for a Fire/Ice based spell? Maybe we could have one the 67+ bane line spells such as Lightbane/Icebane or Firebane (1500dmg / -300 resist) where we could really see an upgrade from emp shield for casters.

I would totally understand that such a 67+ bane clicky would be too strong for a healer class so I would propose getting an alternate NPC in ST to be a ble to turn in actual caster/healer Mask (Draught of lightning / +30% duration spell) to a dedicated caster Mask (Bane line spell / associated Vampiric effect or even chromatic Arc V) so that some casters would prefer to keep the +30% duration spell on actual or switch to the new one.
The offer for a NPC turn in would be to avoid loot rot for Mask if you create 2 different versions in the loottable.

PS: I do not want that casters and espescially wizard become overpowered but atm I do not see a way for a wizard to get agro from basic melee procs except when AoE'ing unagroed mobs (in ST for example where I licked the ground on the first discovery tour :p )

PS2: the casting time is not the same on Emp shield and ST Mask which I also took into consideration as a potential upgrade from Emp shield to Mask. But where is the point getting a quicker clicky oftenly resisted compared to a slower one which deals dmg? I speak about that as I know that Raid boss resists were/are/will be up on the Tier3 + raidzones.

Yes you already spoted the main difference - the emp shield is for int casters only, the mask is for all casters/priest.

I will try to make an int caster only item that will kick some more behinds ;)

Edit: Check out Hraashna and on a side note, i noticed i had the wrong proc on Smolder. Lure was intended but the wrong one. It's now Lure of Flame, still does 692 dmg per proc so nothing to sneeze at.
