On this topic I think you make a valid case on using it as a lvl 60s zone. It has a ton of mobs, would be hard pressed for any single person to keep even half the zone dead non-stop.
The UP fix had to happen because the mobs were WAY to easy for the exp you would gain. I think the fix was just a simple correction to prevent people exploiting the easy exp. I am sure when time permits they will do a proper revamp.
