Also, since Sheever is telling you to loot armor off the "fallen heroes" of Guk (whom you must kill), shouldn't he be aligned with Order rather than Chaos? As it is right now he is basically commissioning you to murder his own heroes.

It's not faction per se, just the wording in the quest text. He claims to be recruiting people for Chaos, but is telling them to assassinate Chaos' leaders.

If I may suggest the following changes for coherency. Since order and chaos really do not pertain to the fact of your life status (alive, undead, etc) then it should be a simple change to make more sense.
