Pyromancy AA

The Wizard's Pyromancy AA doesn't stack with the Mana Flare line of buffs.

Also it has a Low proc chance 15%, for if for some reason ud choose it over mana flare. It also only lasts for 3 ticks for only 600dmg a tick and lowers the mobs resist to fire for the 3 ticks.

There any way to get this to stack with mana flare and also either increase the duration of the Debuff or increase the proc chance from 15% to say 50% to make up for its short duration?

It's fine if its not meant to stack but there is no incentive to buy it and use it. If its only doing 600dmg for 3ticks and 50fire resist debuff with a 15% chance to proc =/
