is it possible to move a character from 1 account to anothr

is it anyway possible to move a toon from 1 account to another one if both parties agree. reason i am asking i started a toon on a friends account and i am wanting to start my own account but i want my toon on it i got a lil time in gettin him to 70 and gearing him.

only way i know of is through the donation packages - all of them include a character xnsfer
