A lot of the imbalance of the actual ability would be offset by a longer cooldown and the need to grab all the basic healing AAs first, as Spirit of the Wood is definitely not an "immediately train this" AA. It would be useful once per boss or sporadically through a raid crawl.
Though, to be fair, if you look at a fight like Redfang, even at 18 minutes, the ability is up every time after a wipe, so in some cases, 18 minutes may actually be a "low" value.
Either way, should the barrier to use be so prohibitive of an ability that is both: 1) already weaker than our current heals (of course, without the additional DS/AC boost), and 2) on a long cooldown? If so, I could support 10 or 15 a rank (in addition to requiring level 70 and SotW maxed). Plus, with a mid-range requirement of 10-15 per rank, there is room for growth, as I do not see the rise in health stopping any time soon.
(EDIT: After looking at, the numbers of ranks 2 and 3 could be adjusted down to 1750 and 2000, respectively. That would help keep the cost low, but still encourage training and using the ability.)
