Fixed (2011-0720) SK: Improved Harm Touch & Leech Touch

...both share the same re-use timer. Leech Touch is supposed to be on its own timer and usable separately from HT/Improved Harm Touch, as a lower damage HT that also heals the SK.

Guessing this is due to custom code that makes Touch of the Wicked AA apply to both types of HT.

o Harm Touch and Leech Touch are on separate timers now. Harm Touch and Improved Harm Touch still share the same Timer.

out of curiosity, were you crashing a lot yesterday while using these AAs?

Yesterday, I was booted from world a few times around the time of the outage. No eqgame crashes related to these AA's.
