I have a question for you.
Do you have a shared computer [i.e. family pc, work, dorm, etc.] or are you the owner/sole user?
If it is your personal computer [one login present/admin only], you can disable UAC. It is a useless program if not in an environment where it is necessary. If it is your personal computer and you don't have other people you don't trust trying to install shady programs on a daily basis, it is pretty much an unecessary process running in the background anyway. 99% of the time it causes more inconvenience than it does good. That will eliminate "run as admin," since even with that in effect it UAC can still cause problems with EQ, MQ2, and WinEQ. Just saying.
UAC and DEP both, pretty much only stop people from your side of the monitor from doing things you may not want them to. Any "good" hacker will get by them anyway since their vulnerabilities are horrible as is. On my Vista PC UAC/DEP were preventing my Nvidea graphics software from enabling full acceleration and certain HD drivers on my graphics card. I went from getting like 8-20/60fps 3 boxing to 49-60/60fps 6 boxing just by disabling these two virtually useless nuisance processes. I can 11-box and keep my fps above 30 which is more than playable, around 12-13 accounts I begin to get a noticable lag [maybe 15-25fps per screen] but only use this many to log in alts or other people's toons to CoTH them to loot drops. I also reduced my zone load times by at least 200%! So a 10 second load is more like 3.5 now. When I get me SSD it should be near instant.
Basically, every security feature in Windows is junk [Firewall, Defender, UAC, DEP, etc, since these are the first things hackers will focus their attack on] and waste of good resources. I have been using the free Comodo Internet Security Suite [home edition], CCleaner, Google Chrome [or Firefox/Opera with Adsweep/Adblock plugins since most common malware-adware-crapware-rogue AVs come from pop-ups and adverts], Defraggler, and common sense, and I have been virus free/crash free/freeze free for about 5-6 years and across 3 computer rigs, 3 Windows tablets, 2 laptops, and a Netbook.
If you follow this advice, just run your MQ setup first then WinEQ and don't worry about prompts anymore. Running MQ2 first is in the WinEQ2 documentation anyway. So should've been expected.
Also if you are multiboxing on a Vista or Windows 7 OS, I suggest getting GameBooster by IObit. It is pretty much the only program of it's kind that I have found that really works. The process uses minimal background resources and shuts down many resource hogs. There are many great items in the tweaks section, but I don't suggest messing with to many of them unless you really know what you are doing. The program in general will kill a lot of needless processes that trouble gameplay. The nicest feature is if you manually start your [let's say] web browser to look up something, it will release the lock on the functions needed to use that program.
Also, whether using GameBooster or doing this manually, enable Full Power Settings in Windows when multiboxing [or Disable Power Saving Modes I should say]. Windows power saving options automatically throttles your CPU, Mobo, and GPU usually only allowing about 30% your computer's potential speeds for gaming. [edit~ Oh yeah, get the older version of GameBooster from CNET or something, I believe, or so I was told, the newest release is not a freeware but a shareware that requires activation. The older release was a freeware, and do not update it! Just FYI]
I realize this goes far above and beyond your question, but I hope it helps.
NOTE: Results will vary, I am running a custom rig with Vista [but everything disabled, so it's more like 98 with some new features] 8GB of RAM, 16GB Cache, with Intel Core2Duo @ 3.16Ghz and Nvidia Geforce GTX 650Ti. It is an old rig but I am still satified with its performance after tweaking the above mentioned parameters.
