[IMPLEMENTED] Item Requests

If possible can these items be changed to also be casted from inventory:

Vulthrix, The Warden's Whip (#120972), Dragon Wing Cloak (#120973), Solaris The Fallen Ray (#120504), Shawl of Veeshan (#121077).

Also could the cast time be lowered on the Shawl of Veeshan. It is a great item, but I don't get much use out of the clicky effect (Bulwark of Veeshan) since the cast time is pretty long.

1. Vulthrix, The Warden's Whip - Sure, since it has a type 27 (T8 Detrimental) recast, I don't mind making this one inventory enabled.

2. Dragon Wing Cloak - Sure, since it has no recast I don't mind making this one inventory enabled.

3. Solaris The Fallen Ray - Sure, since this has a type 29 recast (Evolving Beneficial) I don't mind changing this to inventory enabled. And.. to top this one off since it is a final evolve and takes some farming to get to; Recast time increased to 15 Minutes and it now casts Rk II Mana Inferno (Group Version).

4. Shawl of Veeshan - Because this item is a type -1 recast (Is not controlled by Item recast timers) I'm going to keep this as a must equip to use clicky. However, I did lower the cast time from 15 seconds down to 1.5 seconds to make it useful in dire situation when you need a quick rune. The recast time remains the same at 5 minutes.

All the above changes are staged for Wednesday's scheduled reboot.
