Bloody Skullcracker's Nosering

As far as I can tell, the Bloody Skullcracker's Nosering from the ldon vendor does not regenerate stamina when clicked. I tested it multiple times in multiple zones with and without other buffs, and it does not move stamina level at all.
Can someone confirm this?

Just tested with Harney as he is the only toon I know with it. Took his endurance down to 50% then I targeted myself and clicked bracer and it worked fine. Note I don't know if you are required to target yourself or not I just did for it's a 1 hr recast to test.

Tested again after refresh on it with npc targeted and got spell did not take hold (as if I wanted to up the mobs endurance! ) so maybe it can be fixed so that when it clicked no mater what your tageting it's self only if not I would just have no target or target yourself before use.

I'm on UF client as well fyi.
