Shrink and Shrink Items

Could Shrink have the same restrictions as COH? IE, I can COH guildmates without them being in group. It would be very helpful to be able to shrink people outside of a group. Please and Thank You.

or, can they default to untargetable? I can't imagine why I would want to ever target one.
