
Yes, cotw is T7. It was never intended to mirror dsk though. Much like the mobs in ascent (t6) hit way harder than trash in T6 raid zones (they actually hit harder than T8 trash but I digress).
The idea is you're looking to not pull too many.

VT is T9 and I can pull move than 4 there with no issues.

The two items you're looking for can be obtained from cotw and you can obtain one of each of the four items each play through (so you can complete the quest once per run). The first Elite you encounter drops something it never dropped before.
