but now i'm in south karana trying to turn the stone into the statue and ... the statue is there, but there's nothing to interact with. i cannot trade with it.

Checked this again today just incase it was a respawn issue. The statue is still not targetable / tradeable. The statue exists visibly, however it is not able to be interacted with.
