It's just odd that's the only mage item (Kael level, and Mage specific) that has a cold foci on it, specifically for 1 spell. It may not be an oversight, and may not need looked into. But from an observation standpoint, it just doesn't make sense. Most caster foci's are pretty standard, where every class has access to every casting "foci." Since nearly all caster gear is standard MAG/ENC/NEC/WIZ usable, and isn't class specific. Exceptions being what, Vex Thal armor? And like I said, a mana preservation would make tremendous more sense across the board, than a single application foci.
And the reason it exists on a Kael level item, when by due diligence would be upgraded long before you ever received the spell it was intended for doesn't make sense. Maybe it's just me, I don't know. It would make more sense for the mana pres. to go back on the bracer, and the magic foci/Faerune going back on the circlet (as is pretty standard?). But again, this isn't my vision, just offering a different view.
