I have completed the first 2 previously and when I try to access the 3rd task says I must talk to the tier 1 guy. When I talk to him he says both task 1 and 2 are unavailable and doesn't tell me anything about how to get task 3. Also, the window says both task 1 and 2 are available but the npc says ...
