It worked as intended did it twice now. Seems like if you hail ghillie and then run back Livi will despawn but you need to continue immediately and engage her.

I entered citadel via Ghillie and when i made it to the 3rd miniboss where you hail Ghillie and then Livi spawns. Yes, brought more DPS and downed it last night, even though alot of my guild is T8 and im flagged there as well I still have fun in the lower tiers. Skipped through most of it and trying to go back and check it out now.
