I have done a lot of testing on this and here is my findings. This is usually just a graphic error, and 99% of the time even though its shown as greyed out from clicking it too soon, you can just click it again and it will work. This works on all clickies including epics and clickies that activate a disc. This does NOT always work if you click a "real" disc too soon, as you may end up really just locking out its timer.
To give you an example, I can spam click my power of fear ring as another disc is about to wear off and it will start the disc np as soon as the other clears. It will however mess up my graphical representation of the timer, the greyed out icon look. The seems to be 2 different timers, one for the greyed out icon look, and one for the actual clicky recast. If you click it too soon ,you will start the greyed out icon look, but since you didnt start the disc, its timer has not started. Once you do start the disc, the grey icon timer and the disc timer will be out of sync. you can let them get back into sync by just waiting a few extra mins after the item becomes ready again to line up the UI timer with the disc timer.
A lot of times when you zone the greyed out icon feature gets reset and it looks like the item may be ready even though its not sine the actual timer has not ticked down. In this case, the graphical greyed out icon will now start a new timer in which it will not appear to be ready until the 10mins or 1hour or w/e is up. However, the item will acutally be able to be used before that time. It will be ready to use when the "real" timer is ready, the timer for the actual item not the greyed out icon feature.
Hope that makes sense. TL;DR - just click it again a few more times, it will work, trust me.
