How does this item evolve?

AFAIK only the hoh items evolve. The mask from werewolf in kithicor was just scaled up depending on group killing

Going out on a limb here but from what I encountered with that task / reward is:

The person getting initial aggro dictates what strength the wolf will be, they also need to have the task.

If you aggro the wolf with a character that has the task, and is T9 flagged, the wolf will power up and have HP and deal damage accordingly. The head the corpse leaves in this case will be a T9 level reward when you complete the task.

Getting initial aggro with a character that does not have the task, yields no quest item on the corpse.

This is what I have experienced.

+1 this is exactly how the quest works. Was designed to keep random people from constantly killing the quest npc without the quest.
