Potion of Divinity Rk. I Broken

The "Potion of Divinity Rk. I" from custom vendor in HoH is broken. Before purchase it shows 5 charges, upon purchase it has 0 and will not cast. If you link it, it shows 5 charges, tried buying on multiple toons and the same thing occurred. When you try to cast it says "item is out of charges," but it never had any to begin with.
