The following is just my assumption, however unless the item is changed to be different its probably classified as a weapon (ie has melee dmg/delay etc on it) and considering necromancers cannot dual wield I highly doubt its an option for it to go to your secondary, regardless of what it says.
Only way I would assume that it would be possible is if the melee dmg etc was taken off of it, or it was classified as a shield? Shrug.

And in response to the other guy, yes lifetaps stack. Considering necro pet (at least in its current form without focus abilities working etc) dies like nothing at the higher tiers anything helps even a minor thing like that.
