First round of Item adjustments

I have to agree, I really thought these changes wouldn't go through. My biggest shock is that nearly all T8 weapons are now basically worse than Rallos and Xeru weapons, but with a hint of bane damage

Do what you guys need to do, but I do urge you to compare T6-7 weapons against T8 and see if it wasn't the evolve weapons that needed a boost instead of the dropped T8 weapons taking a reduction.
