Anyway, I logged in your character, went to Alchemist Handour, Hailed him and he gave me the right dialog.

"The power of this potion makes it difficult to contain more than a single dose at a time. If you need more than one dose of the potion, you will need to collect more components for me."


This is what you have to do if you don't have the potion. Once you got the potion, you can proceed with the quest in West Karana.

not sure what you did, quest went perfectly, i never got a potion before, but had no issue this time.
Alchemist Handour simply gave me the right reply just by saying Hail. I gave him the components, got the potion, and talked to Vol'Mantuu, now i have to go get the goblin head.
