So generally speaking, when you see a NPC hitting "out of the roof" at times while normally other times it's usually because he's scaling his power based on either player count or some other condition like time it takes to kill him, etc. I recommend trying different things to figure out what keeps their power on a sane level. Obviously if a tier 7 difficulty is easier than a tier 5 NPC, something is off and we have to look into it so please do report those issues.

I'm still looking into the spawn location issues.

Ok, the sinister webspinner's spawn location should be fixed (thanks for reporting it, this was another long standing bug).

Took me forever to figure it out but I believe I fixed the tier issue too. Please let me know how it goes.

Webspinner nearly killed me off but managed to squeak through the tier 9. Everything spawned correctly and jumped on me lol.

Well its a old post but since its on the subject,

Walker Jaldin on selection of Tier 7 /9 difficulty Waves and Final boss spawn prob as Tier 2 Difficulty and you get Tier 2 reward on either.
Moonwatcher Vargun only tried in Tier 7 difficulty seems rough i assume his AC is pretty beef since Rog didn't do many large hits and didn't build threat up, Hits like a truck and got him down to like 7% after 2 def clickies run out of time.
Attempted only with a group of 6 though.

T9 Moonwatcher Vargan was very hard, hardest fight i’ve had in awhile, 20k triples on a def war. I was not ready for him to hit that hard.

The T9 neck reward does not have a tier attached to it which probably needs to be fixed, very nice item considering it’s attuniable though.

Nightglower worked fine at T7
Tried Webspinner Paladin took a beating during T7 attempt on final boss died and zone i believe crashed cause rest of my chars went LD after few mins they returned to Character selection loged em all in and where alive.

So far the 2 events i struggle with seem to have high AC each due Rog not doing much dmg , and i get a feeling the idea is not to tank and spank em but maybe to kite em ? since they dont seem to summon and dmg is dang high still during Def disc running, never seen so much DI go off during any T7 content before.
