Word of the Alchemist and Hunter's Recourse Stacking issues

I am seeing that Word of the Alchemist (shaman donor buff) is overwritten by the proc "Hunter's Recourse" from the ranger donor. It is annoying mostly because the 1 hour buff is replaced by a 1 minute buff...

Is this intended / fixable to be the other way around?

If you are using bow exclusively its not a prob, but as soon as I try and melee...
