For anyone having "general" problems: double check that you're launching shortcuts or calling scripts in administrator context. Even if you have UAC disabled it's possible that you still need to manually indicate admin either by "Right click > Run as administrator" or by modifying the shortcut via Properties > Shortcut tab > Advanced > Check "Run as administrator".
