Considering the quests, and commenting on a discussion about instances, I always thought the DoN and then the DoDH instances were nicely done.
The entire line could be an instanced progression, if you wanted it, and you could tie it in several ways; For doing x number of LDoN easy's, you get an upgrade, OR, you do fewer Hards, and you get the upgrade...
Then, if you added in the DoN or DoDH line, you scale them back, with reward points along the way.
For those that can never succeed at the higher levels, they can still grind out at the easier stuff with the knowledge that they will gain something. Those that can handle harder things will probably earn it the harder way. No one is excluded, everyone can benefit directly to the amount of time and effor they put into the quest.
Alternately, I played a mudd a long time ago and they rewarded players simply for the amount of hours that were played. Now, I admit this isn't a very exciting idea, but it would allow a person, perhaps, to start a clock and go work on stuff, and eventually they would benefit.
Also, I'd hate to have to wait until a toon was level 70 to begin this. For one, better to hook them into a lifelong quest early, with the first few rewards easy perhaps, so that they feel genuinely engaged, and hooked, to the server. This is just the sales person in me, thinking out loud.
