How about NPC-vendor sold generic none-lore augs?

+50hp/mana/end augs for level 50s and up
+70hp/mana/end augs for level 70s
+4dmg type8 augs (no procs)
+3dmg type4 augs (no procs)
+7dmg type8 2h augs (no procs)

Call these "filler" or "twink" augs, make em cost fair amount of plat. Since, not everyone has the time to farm augs whenever a new armor/gear/weapon upgrade is obtained.

Personally, I think that we need items to spend platinum on! Most of the items that could be bought now are useless at the level that the item requires, simply because the majority have stats far lower than no trade items that could be acquired at even lower levels. this is very common on items with required level 40 I believe. Also, it could address the difficulty jump between 55-70 zones and 70+ zones, by allowing folks to gear up a bit before going into those zones, which currently can't be done, other than hoping for a rot ooc.

Whatever is implemented, it should be something that players will always have a demand for, and have platinum as the only means of attaining it. Bot armor / weapons etc would get bought with platinum and then players would be in the same boat we're in now where platinum is useless. It's a good idea, and one I wouldn't mind seeing implemented with something else that's a continual plat sink.

There are a few suggestions I could come up with. Implementing a distiller that removes augments much like the donor one would be a great start. I've always felt like there should be some method other than donating that will allow you to remove an aug and not lose it. Some of the augs in game are raid only, and having to do certain encounters ( the poair weapon aug comes to mind, as does quest aug where you need a drop from sleeper himself ) over whenever you ugprade an item is certainly frustrating.

A series of charm augs available via plat only. Another server did this with charms, since charms are already in game, a charm only aug is just a different way to upgrade the slot. 50ac 250hp for xxx amount of plat, 75ac 400hp for xxx plat, 150ac 800hp for xxx plat... you get the idea.

A casino system where players can receive unique illusions, buff clickies, possibly donor items.. where plat is the only way to win.
