It's just one of those things people do that nobody else can understand the reason...

I could possibly see a single server such as 1999 being targeted by disgruntled player but I agree with targeting EqEmu as a whole. As to setting up the minilogin, I don't have much of anything in the way of coding experience or anything but I have plenty of time if you need a data monkey to read through and find IP/char info (although might need a few pointers on what to look for at first.)
