I love PVP and it's surprising that I love this server so much because I don't tend to ever play MMOs unless it's on a PVP server but here I am.
This would only be worth it if the right effort was invested to make it work. Just opening up a PVP zone for players to plough into wouldn't work, nor would any tournament/arena/battleground system unless it was designed well.
The first requirement is that the PVP is either limited to level 69-70 only or it is tier-based, allowing players to only PVP against other players in their tier (this wouldn't be that great, however, as leveling up is very fast, so probably better to limit to 69+)
Then it should be further segmented either by raid tier flags or AA count as it's pointless having a PVP fight between a player that just hit level 70 and one who is capable of raiding fear.
Finally, there would need to be a purpose for doing it - either by ranks, trophies or some other reward that gives people something to aim for (ideally, it would be some form of PVP only gear but that's clearly a long term view and I doubt we'd ever get that).
I doubt the devs have time to implement all of this so we'd just be left with what we already have: pointless voluntary PVP where no one wants to take part unless they're top-end raid geared and they don't want to take part because there's no one to fight and no benefit to fighting.
On top of all this I don't recall EQ PVP being particularly well balanced or designed. Certainly not compared to later titles that were designed either with PVP in mind or with strong PVP rulesets (something that I also doubt the devs have time to implement).
If I had any spare time myself I'd love to undertake such a task. But I don't so...
