I don't see why you're saying that two items have the same ID.
This is the Mana Flare that appears in all cloth-class spell lists as a level 70 spell: Spell ID 8032.
The associated scroll is Item ID 77915, which drops from trash in Icewell, Kael, and Ssra, and is marked Enchanter-only, meaning it cannot be scribed by the other classes who
should be able to scribe it.
The spell you listed is
this, which is spell ID 1362, and does not appear in
any class's spell list (in fact, if you notice, the field under "classes" in that allaclone entry is blank). Its
associated scroll (odd that it has one, since it's not supposed to be part of any class's spell list) is Item ID 41290, which has no listed drop locations or recipes in the allaclone.
The only thing duplicated between these two spells is the name. They use different spell IDs and their scrolls have different item IDs.
However...
All of this is beside the point: the point being that Mana Flare (spell 8032) is supposed to be learnable by all cloth classes (NEC, ENC, MAG, WIZ), but currently only Enchanters can learn it because the scroll for it (item 77915) is set to Enchanter-only. Spell 1362 and item 41290 have nothing to do with this.
Basically, it's a conflict between the spell lists for the classes, which say all clothies can learn Mana Flare, and the scroll for Mana Flare, which is set to Enchanter-only. One of the two has to be wrong.
