I would assume it is close. You level very rapidly on this server. Whether it is 3 times the xp, not sure and don't have anything to really test it, but I would not think the server administration would post that if it were not true.

Overall we are, but we have some zones with reduced exp. The exp rate depends on a lot more than simply the multiplier however. Your gear, the npc's hp, and so on. If a server offers 2x exp but every npc has double the hp, you are at 1x rate. So all in all, we might run higher exp in several zones while a little less in others.
