Not to insult or offend, but thats absolutely false.
Mage pets beat EVERYONE elses pets in durability and DPS, and likewise, the mage donor gives durability bonuses to the mage pets which the necro donor has never had in any comparable way.
In fact, up until very recently, the necro donor produced a pet which was actually lower in DPS than the same pet with the VP clicky and chaotic darkness cast on it, by a margin of about 700-800 DPS.
Yep, you read that right.
As far as the parses and such go, even with a parse such as 22k DPS from the pet on Vlad - a ZERO AC dummy:
A:) That number goes down alot on real world mobs that have AC values substantially higher than zero.
B:) On short fights - like HOH trash for example, dots aren't viable, due to relatively low mob HP, so a pet is realistly all a necro has beyond clickies or low damage (relatively speaking) taps/nukes.
C:) Even if A and B weren't true, and blood power fired every time we cast cry for blood - basically doubling DOT damage whenever we wanted, we'd still do less DPS than wizards and work alot harder doing it.
To push a necro to its maximum potential, takes almost every focus in the game, gearwise, requires serious thought and consideration to get them in the right slots so you can have them all at the same time, AND is as "click intensive" as any class in the game...perhaps even more so...IF you want to get the absolute most DPS from the class that you can.
Or you can just cast dots, and tab to another box, and get...almost half of what you might get otherwise.
And really, point C is where the rubber meets the road:
Mage vs necro, necro vs mage...Its a false dichotomy. THE yardstick of caster DPS on THF, is the wizard, and this is as it should be. Until and unless either mage or necro start threatening wizard DPS in any real and true way, I can't necessarily say I see a problem.
If mage DPS is lower than necro DPS, or vice versa, its not each other they need to be measured against.
Its wizards. Or at the very least, wizards first.
