I have a level 22 wizard, with the spell Tox Gate, acquired at level 19, which should put my wizard in Toxxulia forest.

When she casts it, the spell goes through the full animation and casting bar, I get an error (in red) "You are not yet experienced enough to pass through an inter-planar portal.", and I'm moved to, what is probably the zone succor point. My spell bars are then grayed out, and I have to log out to the character select screen, and back in, to have them clickable. No items are clickable too, at this point. I can move around, however, and do things like bring up my character inventory.

I've tried this in numerous locations, including the Nexus.

I'm using the Titanium client.

I get this same error with some of my mid 40s characters, when trying to use some of the PoK books. I can get you which characters and books this happens on, if you wish.

FWIW, I was trying to get to Odus, to explore, when I noticed this error.

Possible that you are missing files? Is your current THF spell file up to date? also have you tried to run to these zones and walk into them rather then port? and if so, are you able to get into the zone that way?

Tox is used for the alternate progression quests so isn't available.

some pok stones don't work either because the zones are not used or they are used for other things.as for that spell greying out your spell gems i have no clue why or how to fix, sorry

FWIW, I was trying to get to Odus, to explore, when I noticed this error.

Erudin is the only zone in Odus that is not part of alt P. You will encounter problems getting to all of the zones there if you are not doing alt P.
