It's a T6 item (obtained via T6 content, albeit with a very long time investment) that fits into T6 items but it's T9 quality.
If a player obtained enough of this item to slot into a full suit of T6 gear then they should rightfully see the benefit of it on their rank score because they've slotted in several items that are of T9 quality.
The rank system isn't intended to suggest what tier of item an augment should be used in. It's purely there to grade items themselves.
That said, if T9 is a bit high we could change it to T8. I'd say the number of this item currently owned and used by players probably minimises the impact of this particular design decision though. It's pretty niche.
As for T9 augments that are actually supposed to be slotted into T9 gear, don't worry. As we've said a few times, we're soon going to review the lack of decent augments for the tier (and already had done this with the recent T9 content, to some extent, with the introduction of about 6 slot 8 augments that are about the same as the tear).
On the flip side, we have plans to introduce a new series of content that will extend the excellent Ldons content past T6. So perhaps, one day, you'll be able to farm a full set of the tear of the orc (or something even better) and slot it into T9 items
