To access Tier 2 you must kill the following mobs which are located in Tier 1:
Zi'Thuuli
Red Fang
Kortiz the Bridge Keeper
From each of these mobs, you must loot a head.
Head of Red Fang
Head of ZiThuuli
Head of Kortiz
The heads are then turned in to Azurin the Betrayer for access to Tier 2.
