Methods
Method 1: Obtain flags from following bosses (in any order) by killing them hailing the fairy that spawns upon the boss's death, or turning in their respective Tokens.
Vulak`Aer in Temple of Veeshan
The Sleeper in Sleeper's Tomb
Fennin Ro, the Tyrant of Fire in Plane of Fire
Xegony, the Queen of Air in Plane of Air
Cazic Thule in Plane of Fear
Phara Dar in Veeshan's Peak
. You will be granted access to Eryslai, the Kingdom of Wind.
Method 2: Get a Token of Khasva through the community either by gift or purchase. Turn the Token of Khasva in to Tunare in Plane of Growth and she will grant you access to Temple of Veeshan, Stillmoon Temple, Sleepers Tomb, Eryslai, the Kingdom of Wind, Plane of Fear, Veeshan's Peak, Halls of Honor, Nadox, Dreadspire Keep 3 (DSK3).
